Would be clear if this is all is said, "A management information circular pertaining to the matters to be acted upon at the Meeting will be provided to shareholders of record as of the Record Date."   

But it goes on to say "prior to the meeting."  That language would be superfluous if the circular was to come out on the Record Date.  I believe MRI made a very fine point.
