Not sure that a sub-committee of the board means outside consultants although it doesn't mean consultants won't be engaged for a portion of the process. 

Given the constant selling into a jump in the share price it would be nice if somehow design win(s), share consolidation and Nasdaq uplisting could all happen concurrently and all done during a halt in trading
