Didn't quite get closure on this, as info was a bit cryptic at the time.  This small article outlines Subhash's visit to Vietnam in December:

 "At the meeting, Dr. Subhash Desmukh introduced about company and projects which will be implemented in Viet Nam including the foundation of company in Hi–Tech Electronic Manufacturing".
