The Company cant set the price. The TSX has a formula that is used based on the average price over a certain period of time. The stock price is usually knocked down so that the PP price give the buyers a chance to lock in their cost . But the company cannot set a price depending on the demand for the stock. Look at the last PP. over subscribed by was it 5 or 15 times but the price was never changed.
