"At this point the 4 to 16 week exit review can start for all patients except the remaining 30 from the non adjudicsted group. This 30 must be adjudicated first before they can start the 4 to 16 week exit review."

The start of the follow up period can occur at the same time as adjudication of the lagging events. These suspected events will have already happened. No reason why adjudicating a past event would hold up patient follow up. For some events, patient follow up may actually be required for complete adjudication.
