The short story is a wrong read!
if you look at yesterdays 1 min chart for XBI. LABU, and individual bios, you will see there was big and continued drop in all those around 1-2 pm.
And RVX started its drop, miming the index and the ETF around the same time.
The general market trends are at work here.
