i agree with your narrative. 

The timing of the announcement also fits with the scheduled early August FDA meeting. RVX would have wanted their lead scientist at the planned meeting before passing the torch. Presumably the meeting has been completed and RVX is negotiating the financing of the trial. Waiting for the announcement.
