DELRAY BEACH, Fla. - Delray Beach's city manager says sweepstakes cafes operate in a gray area of state law.Because sweepstakes like Publishers Clearing House or fast food games are permitted in Florida, storefronts advertising online sweepstakes have sprouted up across Palm Beach County and the Treasure Coast.But not yet in Delray Beach, and the city wants to keep it that way.


Working in a corner coffee shop, Ryan Hadley says Atlantic Avenue is popular because it's good, clean fun. "Everybody loves to come to Atlantic Avenue, bring their kids, because it's like a safe, fun environment," said Ryan Hadley, an employee of Spot Coffee.


City Hall says sweepstakes cafes don't mix with Atlantic Avenue or anything else in Delray Beach. "They attract a criminal element -- loan sharks -- whatever kinds of things sometimes develop around gambling establishments," said David Harden, the Delray Beach city manager. In sweepstakes cafes, customers buy an Internet version of a phone card.It allows them a certain amount of time to surf the web. But the card also gets them a sweepstakes entry, sometimes for big cash prizes. The games often feel like slot machines, and some say they're addictive. "There are over a thousand statewide. We don't want any of them in Delray Beach," said Harden. Delray Beach's city manager says the cafes live in a loophole of state law that bans most gambling, but allows sweepstakes.
A storefront in Greenacres on 10th Avenue North was a sweepstakes cafe until it closed a few months ago. Neighbors at the laundromat called the cafe a danger to everyone and say their business has picked up since the sweepstakes cafe closed. Hadley wants nothing of the sort in Delray Beach. "They would probably attract the wrong kind of people," said Hadley. "They wouldn't come for the atmosphere. They would come for the opportunity to win money."
A bill was introduced in the state legislature last year, but failed to pass. Some say it's because several legislators own sweepstakes cafes. The city commission will take up the ban at Tuesday's regular meeting.
