When it comes to congress and the need to re-write a law there is always other motivations to do so , like money in their hands.  As stated there was nothing wrong with the law as it stood.  The question is why now the need to change.  Thats the problem with congress the constitution as written is not to their liking , they always seem to think that they are better suited to and are more knowledgeable it what is fair and just.   Just look at what  they cite as their concern.  That the future of inovation  can be hindered because of "NOT" allowing others to steal ones ideas.  To me thats bull sh-t.
