I see it as the airline will only offer (and collect extra $$) from one system (Wi-Fi vs EVU). Since Wi-Fi will be easy to install and use, handling EVUs (non-embedded) and collecting the fees may be more trouble to an airline staff. Thus, an airline preference to Wi-Fi.
