One has to wonder what the hell all this legalese means and what it don't.  Are we in or out.  I hate being dependent on Judges who just have opinions and make decisions based not based on law.  we had that crap with FRED FOR TO LONG.  iTS TIME FOR HIM TO GO TO JAIL.
