It probably did not happen for many reasons.

1) Teck is a public company.  They don't have unlimited capital and ressources.  Seems like their priority was to allocate staff to work on Fort Hill & QB2.  Now that QB2 confirmed, they were able to shift a portion of the staff to work on Schaft Creek.

2) Our 2013 FS numbers were definitely not high enough for Teck to make a production decision and since QB2 was their priority, they did not allocate a full team to work on our project to enhance these numbers until recently.

3) The Copper business in general was not very attractive in the last decade and majors did not invest a lot of money for new discoveries and developments.  This will impact us favorably going forwards as supply will be tight and demand should continue to increase.

There's many more, but for me, these are the main reasons.
