You are quite right but there is a bit more to it. BC sells power when we have a surplus and buys when at a deficit. Correct, tho that there is a net deficit for the year.
Indeed BC Hydro is pushing power generation as well as the energy conservation. There are the projects you mention going on now plus the Site C dam in NE BC and all of the Run of River projects (Forrest Kerr near Bob Quinn, Kokish on Van Is.) and the wind farm on North Van Is (Knob Hill) and quite a number more. On top of the generation is the corresponding work with transmission - in addition to NTL there are a number of cables being strung about the province.
