 You make a good point.

However, Chavez enjoys being in control.  Having control puts Chavez in the limelight, which Chavez thoroughly enjoys, and allows his charisma to come out to drum up support from the common folk.  Support from the common folk means votes for the next referendum, likely to be done in single change stages.

Notice that the Alo Presidente Road Show is handling each issue, in different parts of the country, one at a time. This is good, because, eventually the mining issue will need to be dealt with, and it will be all good for KRY. 

Maybe the mining issue is up for next week, maybe not.  There seems to be more secrecy on where future AP's will be broadcast from, possibly because Chavez is paranoid that the US wants to assasinate him.
