After watching this soap opera for a number of years, I can not help to conclude that right or wrong the VZ government is very proud of its record in terms of treating foreign entities legally particularly foreign corporations who respect VZ laws.  It also occurs to me that they are insulted easily.

It must offend the current Leninists leaders to think that a bunch of gringo speculative capitalists will make a killing on the issuance of their permit.  Is it to much of a stretch to think that these folks are monitoring the various stock boards? 

Perhaps this suggestion is based more on superstition than substance, but maybe the members of this board should abstain from any comment that could be interpreted as derogatory to any individual in the VZ government.  The level of discourse on this board is a breath of fresh air on the internet.
