I can't answer for RM but I would imagine he is only passing along what he has been told. Technically there is still time to close this in the 4th quarter but unless something happens in the next week or two there won't be enough time for the vote.

I guess Kry would be better of answering all the inquiries of when will this get done by saying we have been told it could be completed in the 4th quarter but we don't really have control over the final details of the permit issuance.
