Nope AD, it means that one has to file to enforce an award within three years of the date of the award.
It's been quite a while since I did one of these, but the whole process took 4 or 5 months from filing until seizure of assets. I would expect that the Crystallex legal team will find a federal court with a fast docket and a conservative judge that would not be friendly to Venezuela and it could go even faster.
