Yeah, it's uncommon to see enforcement actions against countries like Venezuela because it is so easy to enforce an award when their are assets on foreign soil (especially US, Canada, and European countries where enforcement is very simple and quick). You just won't find much written unless it is an outlier from a country without overseas assets.

While Venezuela withdrew many assets from around the world, they just cannot get around the money from the oil that they ship to the US, and for them there is no choice but to sell to the US since nobody else has the capacity to refine that heavy crude.

Hugo made a big deal about pulling out of the ICSID along with Ecuador and Bolivia, but most of the actions are based on BITs (like the one we are under) and those usually take up to 15 years to eliminate. For example Hugo pulled out of the BIT with the Netherlands in 2008, but it remains in force until 2023. It was all just political noise, as was typical of Hugo.

For Ecuador and Boliva it may help them avoid paying claims since they have little to take outside their countries, but then on the other hand nobody will be willing to invest their except perhaps China. And I wouldn't want to be the guy that defaults on the Chinese. :)
