HPQ's model will work without the electricity.....so essentially they will be using catalysts to jump start start a chemical reaction in place of the electricity to get the process initiated to liberate the hydrogen...but will probably conceptually work something similar to this model....with pressureized hygroden (assume oxygen as well) as the end product to be burned (assume a hydrogen combustion engine).
