After hearing Carrabba softening up the crowd for impending bad news at the Canadian Council for Aboriginal Business luncheon in Thunder Bay, I sense that Cliffs and Ontario have reached a deal and Sudbury will get the FPF.

Frank Smeenk mentioned this section of the Mining Act at some point during a post AGM chat in Montreal last February (my underlines). Cliffs will have to cope with these provisions, and may need some help to get the Lieutenant-Governor-in-Council's (ie the Ontario Government's) exemption...

Wouldn't Cliff's already have the exemption granted by the Lieutenant-Governor-in-Council as part of a possible deal already reached with Ontario?
