Strategically speaking, this "offer" is great for the following reasons:

1. it forced the Ont Libs to take what seems to be a definite stand on the ONR which now has to include some form of profitability; that can only be achieved by increasing the freight/tonnage.

2. it demonstrated the potential of all affected FNs to band together in a united proposal which eventually could connect Nakina all the way aroung to Moosenee, but you can't start with the expensive EW route. You obviously have to start with the most immediately prfitable which is NS RR

3. it forces an obvious comparison of the two routes and their respective costs, not to mention the high level of risk associated with building the RR on anything but solid ground.

4. it helps to eliminate some of the scenarios that "some" might have considered as viable options...the costs aren't comparable, not even close and in the end costs will dictate any involvement from the corporate world

5. it highlights the difference between the Gov mentality of spending money (donated budgets) vs corporate earnings (accountable for every dollar because they have to earn them)

6. it also helps the Feds' case by putting pressure on the Ont Libs to finally DO SOMETHING of significance and somehow bring some competence to the table.

7. and finally it really puts into question anybody's competence, who cannot see the most cost-effective, environmentally friendly, and ultimately long-serving solution, when it is right in front of their eyes...it begs the question:"What ulterior motive do they have"
