You think:

Theoretically anything is possible but practically it should be a non-event.

Just look at the justification, as I asked in my previous post.

Much of road goes over land that is far away from the four communities of which I imply that the natives have no ownership. So what tolls can they charge?

Can it be that one or both governments will grant or recognize them that ownership?

I still await the reasoning why it could be so.

Yes we could be black mailed to grant them the privilege. Every thing IS possible.

I say (am no authority) that they are not justified to collect tolls if they do not contribute to the road's construction.
