What perked my interest is completion year of 2018. Why was this year chosen? My assumption is that it has to be
completed by that year so that the next leg can be started in that year?, with announcement just before start of continuation.

As for many roads and branches from them, definitely. However I say most important, i.e. foundation road has to
go in first. To me it is the E-W route. As in the report, road with power and communication corridor as a package. Too much to be ignored or postponed.

Marten Falls for example, will get their road also but I suspect that it will happen along with the construction
of the rail line or shortly after.
