So I ask what could it be that would cause Noront to request a halt to trading but other companies of the Ring might not do so?
My best guess is regarding the 'Noront' E-W road route?

Either the 4 communities came to a conclusion OR Wynne has lost her cool with them and will impose a decision.

And why in Thunder Bay? Largest population to benefit from announcement. Other communities while closer are too small, politically speaking.
