It is not a conflict of interest because Ajit Manocha would not be part of the Indian Government's selection committee that would actually make the selection. Also, Ajit Manocha could be one of many people from the global I.T. industry that the Indian government consulted before drafting and finalizing what criteria they wish to have in the RFP?
