My bet is that the buyer is a fab (take a look at #3 of Lumenges list).

And there is a multitude of fab-light partners who already tested and verified the OI, now waiting for the buyer to fix the deal. Exactly this is also the reason why the deal is taking time. There are further contracts involved.

After that, the fab can take orders and produce whatever design the final customer is interested in.
Remember Mr. Manochas vision - here Denselight would be part of the fab side of the process, POET will deliver IP and designs, and many other OEMs will order; CISCO, HUAWEI, and so on and so on. Many household names will use the OI.

We already discussed, a bidding war between the OEMs would limit the spreading of the technology, but a fab light approach will help anybody who plans to develop optoelectronic devices. 
So let them take all the time necessary to plot and fix this big plan.
