Delays are not uncommon in semiconductor evolution. I mean node reduction historically has severely lagged forecasts made by industry giants.
One of many examples of this was when Intel was forced to admit that 7nm would be delayed by a few years.

POET is developing a new technology platform and continues to innovate in a market that is anything but static and they rely on others to keep up. One of the benefits of moving toward module design (where it makes sense) will be to remove multiple change requests by module makers.
