One more comment: On the other hand you can also have this one torch being executed under a research project (under the available research budget; which is easier/faster to release); meaning you only put minimum/temp measures in place to test this one torch and only if certain parameters are met is the full project implemented.

A two step approach; first test the torch, then large scale implementation.
