Wishing, thanks for not only chiming in but for trying to buy shares. Read my last post as to why I was delayed in getting back to everyone.

You most likely have to call RB and speak to a representative about this. Your risk profile may not match your desire to buy a penny stock such as Rouchon, so you'll probably have to sign a simple penny stock form. After that, you should be good to go.
