It is possible also - I don't know how likely - that the company knowingly has an "angel" or two in the wings, ready to come aboard after the company has accomplished a certain level of private placements. If so, this is not something the company can talk about at present as such expressions of interest are seldom binding and in writing.
Why, in this case, would an "angel" ask for such a deal, coming in later rather than sooner?
1) The person wants only part of the offering, and
2) wants to be assured first that all the funds needed for drilling will be in place following their participation, a virtual guarantee that drilling will happen.
If there is an angel, or more awaiting the right conditions, drilling could come at any moment.
By the way, and for those who may not know, "Angel Investor" is a common term in business, and not an unusual happening, though it is rare in regards to the numbers of businesses in need.
