Correct it ended on page 55, however i read that there is a section #1 and section #2, that might be the snaffu, however just having read that report it is eggregious that such nonsence would even/even have benefaction EVER from the Dept of Interior,  the OWL STORY is ludicruious to the form entirely/entirety.  In such that NO SANE PERSON of GOOD will could ever filter and cypher the hidden agenda behind these nefarious actions to usurp Land owned to the Citazens under EXECUTIVE PRIVLEDGE GRANTED by the CONSTITUTION that the FEDERAL GOVERNMENT SHALL NOT ENCROACH OR AMASS any ACERAGE OUT SIDE OF A 10X 10 SQUARE MILE AREA as the seat of the FEDERAL GOVERNMENT , save that any lands so needed to build BASE for MILITARY DEFENSIVE FORTAGE and that any lands so aquired/taken will give rights of redemption BACK to the exclusive owners of that land "via" to be restored "IN" its entirety of every square inch outside of WASHINGTON District of Columbia BACK TO/RETURNED to the JURISPRUDENCE of WE the PEOPLE who own the exclusive EXECUTIVE PRIVLIDGE to OWNERSHIP of the LAND MASS OF EVERY SQUARE INCH outside of WASHINGTON D.C. The ENCROCHMENT of these lands to be "PROTECTED outside of WASHINGTON D.C. are a confiscation of the USE of such lands by destruction of the writ of EMINENT DOMAINE that said land being such lands that are only public to all of the public to be used and EXCLUSIVELY for the SOLE PURPOSES of AMERICAN CITAZENRY of the United States of America by American Citazens to their sole and exclusive purposes be that public and private usage and that NO LANDs CAN BE SET ASIDE thru a JUDICARY ACTION save as and for LANDS so needed for MILITARY BASES.    THAT SAID ALL LAND CONFISICATION OUTSIDE of WASHINGTON D.C. is in full violation of the U.S. Constitution.  That said all of these "Monuments"  are only arranged to AGRANDIZE the Presidents who think to steal and claim such lands to enhance their STATUS in the eyes of various OUTLAW organizations, be they panels of Judges or other such outfits hiding as GREENIES that are saving the WORLD by confiscation land so owned by AMERICAN CITAZENSHIP!   That said ITS MY LAND, hands off WASHINGTON D.C. go back to your Constitutionally sanctioned area of 10X10/100 SQUARE MILES as the only place to do your dirty deeds.  Wherein you think to agrandize your lofty deeds as eternal deeds of (?) WHO IN THE "HELL KNOWS" why you really want to steal US soil.
