So why not for final processing in Quebec instead of Ontario or China, at least for chromite.

Remember that Ontario billion is not for a processing plant, these are on miners cost and ownership. The billion is for infrastructures to enable mines and serving neighbouring communities. It is in serving the communities that the asking for federal billion $s in support is justified.

Yes, partial processing would have to be in Ontario but am saying the above as worst case alternative to situations like with Cliffs.
