Probably not, but who knows, maybe they determined a ballpark buyout number in 2019 when the work was completed, now fine tunning that number (e.g. due to recent gold rally, etc.) and waiting on the best timming to announce it?

Many edits is the only thing they could probably say to justify delays caused by negociations without any leakage.  Anyways, I can't think of anything else that they could say.
