If Chavez makes good on his threat to impose Marshall law, throw winning opponents in jail and occupy "opposition towns" with tanks...does anyone really think he will honor a contract? I believe the outcome of the elections will tell us all we need to know. We better hope Hugo's henchman "win" and everything is kept on an even keel. Don't count on it.
