I haven't read a lot on Argintina but I don't believe the awards and payment were all ICSID.

I do know that if VZ defaults they loose access to capitol markets for debt which they do not want to happen.

My guess is VZ would settle with us as soon as the default came into play by Tenor pushing for recognition and enforcement through the Washington Court.
