Yes, it can be modified, and yes, one of the mandates of the sales process is to maximize the proceeds.  That was demonstrated by the judge allowing top-off bids. The GRZ spokesman said they were just made aware of this.  If two or more bidders really want to buy Citgo, they could send the price much higher.
