You can read the following at the bottom of the press release "HPQ Silicon is pleased to announce that it has entered into an agreement to acquire all rights held by the inventors of a new PUREVAPTM QRR patent application. This contract stems from negotiations between the parties and from a French legislation stipulating that inventors are entitled to receive remuneration for their work."
I'm thinking that, if HPQ was not planing on also installing a production line in France, they would not bother with French legislations. The second QRR4 2500 TPY reactor will probably be installed in France to enter the europeen market as well as the north american market, but they are not ready to announce it yet.
