R/S or not, if management deems it prudent to raise a chunk of money, the stock will likely suffer similarly percentage-wise. 

When an R/S is done to maintain price requirements of an exchange, it's usually not good. But if it's done for the purpose of enabling it to trade on a major exchange, especially if not coupled with an offering, then it's usually ok.
