GAC - I hear you. Your brokerage has a fiduciary responsibility to make sure your instructions to them can be carried out. If you have told them that you wanted to be able to vote your shares and they have "lent" them out rendering your instructions to them un-achievable then you have a serious bone to pick with them. Ask a lot of questions before making assumptions.
