I think that statement from the poster is just referring to an analysis of some early blinded BETonMACE data for statistical powering purposes. If that interpretation is correct, then the the 246 (123 per arm) has a great chance at being a large enough sample size to show a statistically significant between group difference of 2 points or more, and possibly still sufficiently powered for a slightly smaller effect size.
