My guess is that the intention is/was to stir up FUD, Fear Uncertainty and Doubt.  

Create the impression that there are large shareholders who are going to be forced to liquidate their holdings at or before month's end due to a margin call....

It doesn't come close to passing the smell test in my opinion.  Who knows?  Maybe some sharpie will dump 100K borrowed shares on the last day of the month, it wouldn't show up on the short interest report until sometime around July 19th due to the settlement period.  

Get some fear based selling happening before a big share dump and imo someone (or someones) could really hammer the PPS.
