Not that it explains everything, but it may fit into the puzzle. Apparently last week was Santa Semena (Holy Week) in many Catholic / Spanish speaking countries.

I read two current travel blogs from Peru that referenced it and one mentions that banks were closed. I assume gov't agencies would be, too. This blog was www.powercycle.net on the April 22 post.

I expect that management would like to have the permit in hand every bit as much and probably more than the investors. At the same time I'm feeling a bit like the other woman waiting for my dream boat to leave his wife and kids, like he promised months ago. (Not my situation, just hypothesizing!)

I still like the fundamentals and wouldn't consider selling a single share but my patience thus far has amazed me considering my usual lack thereof.
